When you put an offer in with contingencies, you don't have to worry about paying more than the asking price if you're trying to see what else is out there, as long as you have some way of going through with the purchase if you find your ideal house.
In some cases, sellers will agree to cover certain repairs or fixes that are needed before moving in. This includes having them fix the plumbing leaking around your dishwasher or fixing the roof that leaks while having it replaced by professionals. You get the idea that if something has been falling apart, it's best to ask right away before buying it.
During the pandemic, the housing market was in an all-out bidding war, with new prospective buyers willing to bid well above the asking price. Now the wars have died down to the point where the selling price dips below what the asking price was originally set to.
